Judgment

Since common questions of fact and law are involved in these petitions, therefore, these petitions are clubbed together and are being heard & decided together. However, for the sake of brevity, facts of WPMS No. 2606 of 2021 alone are being considered.
Petitioner is running a De-addiction Rehabilitation Centre at Dehradun. He is aggrieved by the Standard Operating Procedure (in short "SOP") issued by District Magistrate, Dehradun on 13.11.2021.
According to the petitioner, harsh conditions have been imposed for registration of De-addiction Rehabilitation Centres and other matters in the said SOP, which cannot be met by small De-addiction Rehabilitation Centres, which are run by private charitable organisations. Various other issues have been raised in the present writ petition.
After arguing for a while, Mr. S.K. Jain, learned Senior Counsel appearing for the petitioners confines his prayer and submits that petitioner has made a representation on 22.11.2021 to District Magistrate, Dehradun, who may be directed to take decision on petitioner's representation.
Mr. T.S. Phartiyal, learned Additional C.S.C. for the State submits that he has no objection, if writ petition is disposed of with a direction to District Magistrate, Dehradun to consider petitioner's representation.
Accordingly, writ petitions are disposed of with a direction to the District Magistrate, Dehradun to take decision on petitioner's representation(s), in accordance with law, within a period of six weeks from the date of production of certified copy of this order. Till decision on petitioner's representation(s), District Magistrate may consider granting relaxation from the condition of SOP to the petitioners.
Let certified copy of this order be supplied to the parties today itself.
