Judgment

This matter is taken up by video conferencing mode.
Heard learned counsel for the petittioner and learned counsel for the State-Vigilance.
Learnedd counsel for the petitioner submits that the facts of the present case rests upon thhe decision reported inn the case of Pankaj Kumar v. State of Maharashhtra & Ors; (2008) 41 OCR (SC) 168, relevant paaragraph-17 which is quoted hereunder:
" 17. It is, therefore, well settled that the right to speeedy trial in all criminal persecutions iss an in-alieenable right under Article 21 of the Consttitution. Thiis right is applicable not only to the actual prooceedings in Court but also includes wiithin its sweep the precedings of police investigations as welll. The right to speedy trial extends equallly to all criminal persecutions and is not confined to any parrticular category of cases. ... ..."
In view of the aforesaid facts, it is directed that the Director General (Vigilance) shall appear before this Court throough virtual mode on 17.09.2021 at 2.00 P.M. and to explain as to why there is so much delay in complettion of the investigation and what is the departmennt's strategy to combat the problem of delayed investigation.
