The petitioner filed Criminal Writ Petition No. 136 of 1987 and this Court while deciding the same on 1551987 directed the case of the petitioner to be reconsidered within one month from that date. In reply given by Shri Dalip Singh, Chief Welfare Officer C/o Inspector General of Prisons, Punjab it is stated that the case of the petitioner was reconsidered and decided on 1281987. I have seen copy of the order dated 1281987 in the file. This order is based on a proforma, already prepared and where only number of the letter and description of the Superintendent and also the jail have been typed in blank spaces. It is also worth noting that name of the detenu as also his father''s name have been typed in blank spaces. The remaining portion of the order is on a prepared draft and does not show the reasons for rejection of the application filed by the petitioner. It locks to be a stereotype order prepared for all cases to be dealt with and does not show that the officer passing this order has applied his mind.

In view of the stereotype order I quash this rejection by the State of the application filed by the petitioner for grant of agricultural parole and allow the petitioner parole for six weeks beginning from the date of the release of the petitioner from jail. The Superintendent Jail is directed to get compliance of the formalities before releasing the petitioner.
