Prayer in this application filed under Order I Rule 10 read with Section 151 CPC is for impleading National Blood Transfusion Council (NBTC) and Haryana State Blood Transfusion Council (HSBTC) as respondent Nos. 7 and 8 respectively.
Notice of the application. Mr. Teevar Sharma, DAG, Haryana, accepts notice on behalf of respondent-State and has pleaded ‘no objection’ in case, the present application is allowed.
Heard.
In view of the above and for the reasons mentioned in the application, the same is allowed; and National Blood Transfusion Council (NBTC) and Haryana State Blood Transfusion Council (HSBTC) are hereby impleaded as respondent Nos. 7 and 8, respectively. Amended memo of parties filed along with the application is taken on record.

Prayer in the present writ petition filed under Article 226 of the Constitution of India is for issuance of a writ in the nature of Mandamus directing the respondents to regularize the service of the petitioners who are working for more than last 10 years with the respondents and are selected and appointed in consonance with the provisions of Article 16 of the Constitution by way of a proper advertisement and duly constituted selection committee when similarly situated employees have already been regularized in the State of Manipur, vide Annexure P-18; and the issue with regard to the regularization has already been mandated by a co-ordinate Bench of this Court vide judgment dated 31.12.2025 (Annexure P-20) passed in a bunch of writ petitions lead case being CWP-31304-2025 titled as Joginder Singh vs. State of Haryana and others, wherein in para No. 47 even the employees who do not fall under the policies framed by the State of Haryana and have rendered services for more than 10 years as on 31.12.2025 have been granted the benefit of regularization.
At the very outset, learned counsel for the petitioners submits that case of all the 175 petitioners herein is fully covered by the ratio of judgment of this Court dated 31.12.2025 (Annexure P-20) in Joginder Singh’s case (supra). It is accordingly prayed that the petitioners would be satisfied at this stage if the present petition is disposed of with a direction to the respondents to consider and decide claim of the petitioners qua regularization of their service in a time bound manner in terms of judgment of this Court (Annexure P-20) in Joginder Singh’s case (supra).
Learned counsel for the respondent-State submits that he has ‘no objection’ in case, the prayer made by learned counsel for the petitioners at this stage, is accepted. It is also submitted by learned State counsel that the service tenure of each of 175 petitioners needs to be ascertained individually as to whether they have rendered 10 years of continuous and satisfactory service to make them eligible for regularization.
Accordingly, without commenting on the merits of the matter and with the consent of learned counsel for the parties, present Civil Writ Petition stands disposed of with a direction to the State of Haryana/concerned Department to accord fresh consideration to the claim of petitioners for regularization; and pass a speaking order thereupon within a period of 08 months from today, while keeping in mind the judgment passed by this Court in Joginder Singh’s case (supra).
