Judgment
COMPLAINANT is a works contractor. Not being able to receive payments, the complainant has approached this Commission for redressal. Despite appearance of opposite parties after service of copy of complaint, no statement has been filed. In the circumstances , the assertions in the complaint coroborated by the documents go un-rebutted. Conduct of officers of the Cuttack Devlopment Authority as revealed from these documents is reprehensive. Unless bureaucratic attitude is given up, the statutory authority is bound to be looked down upon in estimation of the public. We hope that the Vice Chairman shall take note of it and deal with the delinquents We must look into the grievance of the complainant, since we find no jurisdiction for in action of the officers of the Development Authority. We, however, could not express any opinion about the legitimacy of the claim which shall be decided by the Vice Chairman.
COMPLAINANT has not paid any amount as hiring charges to the opposite parties to render any service. Accordingly, complainant not being a consumer, this complaint is not entertainable. However, he may file a representation to the Vice Chairman with a copy of the order which, we are sure, the Vice Chairman will consider. Complaint not entertainable.
