Judgment
This matter is taken up through hybrid mode.
On the basis of the letter addressed by the President, Students’ Union and Hostel Secretary Students’ Union of SCB Medical College & Hospital, this PIL has been registered. In the said letter, various problems faced by the boarders of Old Gents’ Hostel of SCB Medical College & Hospital, Cuttack are indicated. To the said letter, a list of problems and a Video Cassettes, depicting the unhygienic condition in which students are living, are enclosed. It is also indicated in the said letter that although a request was made to the hostel authorities to take some action, but they only made excuses saying that there is paucity of fund. Thereby, getting no help from the authority, the above letter was addressed to the Chief Justice of this Court.
This letter was addressed in the year 1998 and in the meantime, more than 25 years have passed. As such, no affidavit has been forthcoming. On perusal of the records, it appears that the problems faced by the students of the SCB Medical College & Hospital, Cuttack relate to building condition, Sanitation, Latrine & Bath Rooms, Watchman & Gardener, Electric Wiring, absence of cycle stand and telephone, Illegal Cycle Stand Trekker Parking and Unhealthy Atmosphere.
Since the SCB Medical College & Hospital, Cuttack is a premier Medical College, the grievances of the students of the College should be taken care of by the authority. Therefore, this Court disposes of this writ petition with a direction to the State authority to look after the aforesaid problems and take remedial measure for the larger benefit of the students of the SCB Medical College & Hospital, Cuttack. However, if the students have some other grievances, they may approach the appropriate forum, so that the same can be taken care of by the authority.
