Petitioner has approached this Court praying for quashing of the order dated 24.10.2019 (Annexure P-5) passed by the respondents on the
representation submitted by him for appointment on compassionate ground as per the policy of the Government of Punjab.
Referring to the order dated 24.10.2019 (Annexure P-5), which was conveyed to the petitioner on 02.12.2019, counsel for the petitioner contends
that the said order is a non-speaking order as no reason whatsoever has been assigned for rejecting the claim of the petitioner for appointment on
compassionate ground.

On the asking of the Court, Mr. Vikas Mohan Gupta, Addl. A.G., Punjab, accepts notice on behalf of the respondents.
Having gone through the impugned order dated 24.10.2019 (Annexure P-5), the contention as raised by the learned counsel for the petitioner is
found to be correct as no reason whatsoever has been mentioned in the impugned order for rejection of the claim of the petitioner. This order, which is
impugned in the present writ petition, being a non-speaking order cannot sustain on the scrutiny of the Court, as the same is not assigning any reason
whatsoever for rejection of the claim of the petitioner claimed by him, as per the instructions applicable.
In view of the above, the impugned order dated 24.10.2019 (Annexure P-5) is hereby quashed. Liberty is, however, granted to the respondents to
consider the claim of the petitioner and pass a speaking order within a period of two months from today.
Decision so taken be conveyed to the petitioner forthwith.
