S. Siri Jagan, J.—Petitioner retired from service in 2000 as Head Surveyor from the Survey Department of the Government of Kerala. After his retirement, he was granted the third higher grade promotion since he had completed 25 years of service. Now, after 10 years of his retirement, his scale of pay is sought to be revised on the ground that the petitioner is not entitled to the third higher grade promotion. The petitioner would contend that similarly placed persons have approached this Court and obtained Ext. P5 judgment and therefore the case of the petitioner is liable to be considered in the light of Ext. P5 judgment. Seeking this relief, the petitioner has filed Ext. P6 representation before the Government. The petitioner seeks a direction to the Principal Secretary, Finance Department to consider and pass orders on Ext. P6 expeditiously.
