Judgment
Permod Kohli, J.—This appeal is directed against the order dated 30.5.2011 passed by learned Single Judge dismissing the writ petition filed by the petitioner against the decision of the Vice Chancellor made in the year 1998. It is not in dispute that the appellant herein challenged the order passed by the Vice Chancellor in the year 1998 only in the year 2011. The only ground mentioned in the petition is that the Vice Chancellor had no jurisdiction to pass the order impugned in the writ petition. It is also admitted by the appellant that he shifted to Canada with his family, where he acquired the citizenship. It is also admitted in para 4 that the wife of the petitioner was serving in Canada and he was living with his family for 12 years. When the petitioner came back to India, he filed this petition.
The explanation for delay in filing the writ petition cannot be said to be a reasonable and valid explanation. Petitioner had the best of the period remaining outside the country and it does not provide him an opportunity to challenge such an order at such a belated stage. We cannot
differ with the opinion of learned Single Judge.
No merit, appeal dismissed.
