Judgment
Perused the affidavit filed by the respondent no.1. Contents of affidavit read as under:-
"1. That I am the Officer Incharge in this case and am well conversant with the facts of the present case.
That pursuant to the directions of this Hon'ble Court, the State Government vide letter dated 10.2.2020 issued directions to the Director, Secondary Education, Rajasthan, Bikaner to take appropriate and send complete proposal by 20.2.2020 for creation of Computer Teachers for Computer Education at different levels. The directions given in the letter dated 10.2.2020 are as under:-
वर्तमान में विभाग में कम्प्यूटर शिक्षा के लिए अद्यतन स्थिति (Factual Report) से अवगत कराने का श्रम करावें। यह भी अवगत कराने का श्रम करावें कि यदि विभाग में कम्प्यूटर शिक्षा के लिए विभिन्न स्तरों पर कम्प्यूटर शिक्षक के पदों के सृजन की आवश्यकता हो तो किस-किस संवर्ग के कितने-कितने पदों की आवश्यकता होगी? संवर्गवार पद सृजन किये जाने के लिए कम्प्यूटर शिक्षक की योग्यता निर्धारण करने के लिए सकारण स्पष्ट प्रस्ताव भिजवाने का श्रम करावें।
That in pursuance to the letter dated 10.2.2020, the Director, Secondary Education, Rajasthan, Bikaner vide his letter dated 24.2.2020 forwarded detailed proposals for creation of posts of Computer Teacher. However, as per direction No.2 the action for determining the eligibility conditions for post of Computer Teacher and for encadre of these posts in the rules, is under process. A copy of the letter dated 24.2.2020 is submitted herewith and marked as ANNEXURE-AA-1.
That it would be just and proper in the interest of justice that the facts stated hereinabove may kindly be taken on record."
Even in the year 2020, Government schools in the State of Rajasthan unfortunately do not have qualified teachers to teach Computer Science. It is high time that the State Government immediately take steps to finalize rules pertaining to recruitment of teacher who can impart teaching to Government school students in Computer Science. We direct the Secretary concerned to initiate the process and complete it within a period of four weeks. In other words, the process by the Government of Rajasthan for framing of rules/policy for recruitment of Teachers for the purpose of imparting education in Computer Science be initiated and concluded within a period of four weeks from today. The said policy may be presented before this Court within five weeks from today. Secretary, School Education is directed to file affidavit in this regard within five weeks.
