Mr. Vikram Hegde, learned Counsel for petitioners submits that as the petitioners in this case have retired and the issue in the controversy, qua them, may have been rendered academic, he may be permitted to withdraw this writ petition keeping the question of law alive with permission to raise it in an appropriate case.

Reserving liberty as aforesaid, the writ petition is disposed of as withdrawn.
