Judgment
Kurian Joseph, C.J.—The Petitioner approached this Court since the second Respondent has rejected his request for admission to the College. As stated by the Petitioner he could not attend the college on the due date only on account of unavoidable circumstances. Learned standing counsel for the University submits that the Vice-Chancellor has discretionary powers to issue appropriate directions in the matter. Having gone through the pleadings and having heard the learned Counsel for the Petitioner, we are of the view that the Vice-Chancellor may have to look into the matter and exercise the discretionary jurisdiction in terms of equity and justice. In the event of the Petitioner filing an appropriate representation before the Vice-Chancellor within two days from today, the Vice-Chancellor of H.P. University will pass appropriate orders in the matter in the light of the observations made above.
The writ petition is disposed of, so also the pending application(s), if any.
Authenticated copy of this judgment be supplied to the Petitioner to be produced before the Vice-Chancellor.
