The learned Counsel for Dharamshila Hospital & Research Centre submitted that it has given a proposal to the Delhi Government whereby it will create a separate corpus fund for treatment of poor patients in OPD/IPD to the tune of 2% of the turnover for utilisation towards treatment of poor patients; that poor patients will be billed at CGHS pattern for all services and materials supplied at the lowest category available in the hospital; and that the bills raised for OPD and IPD in regard to treatment of poor patients, will be debited to the said corpus fund of 2% of turnover and any excess should be reimbursed by the State Government. It is stated that this proposal is now pending consideration of the State Government.

The other hospitals have not given any proposal. All the hospitals are directed to give their proposals within ten days from today to the Directorate of Health Services, Delhi Government. The Directorate shall hold a meeting with the representatives of the hospitals and work out a common workable Scheme and place it before this Court. The PIL Petitioners shall also be notified of such meeting so that it can participate at the meeting and make appropriate suggestions.

List the matter on 25.8.2011 to consider the result of the discussions and the report of the Directorate of Health Services.

In the meanwhile, the hospitals shall accepts patients referred by the Government hospitals and necessary treatment e extended to them and a separate account be maintained in regard to their treatment expenditure at CGHS rates.
