Judgment
NAMIT KUMAR, J. (ORAL)
The present petition has been filed by the petitioners under Article 226 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the order dated 28.02.2011 (Annexure P-8), whereby respondent No.3 has declined to accept the claim of the petitioners for pension scheme and grant them the consequential pension and other retiral dues on their retirement.
Learned counsel for the petitioners has produced a copy of the judgment dated 22.12.2025, passed in CWP-11652 of 2023 – Hans Raj and others v. State of Punjab and others, whereby certain writ petitions have been disposed of by a Co-ordinate Bench of this Court by issuing following directions: -

17.Nonetheless, in compliance with the order dated 20.03.2025 passed by this Court in CWP No. 7727 of 2025 titled Paramjit Kaur vs. State of Punjab and others, the Government of Punjab has constituted an Empowered Committee vide letter dated 16.04.2025. The said Committee was established under the Punjab Dispute Resolution & Litigation Policy, 2020, which aims to encourage the swift resolution of disputes, reduce future litigation, and address the considerable backlog faced by the Courts.
18.Accordingly, in view of the above discussion, all the aforesaid petitions are disposed of in the following terms:
i.The Empowered Committee constituted under the Punjab Litigation Policy is hereby directed to treat the present writ petition as a comprehensive representation and to consider and adjudicate upon the issue raised herein. In the alternative, the petitioners shall be at liberty to submit a detailed representation setting out their claim within a period of two weeks from the date of receipt of a certified copy of this order.
ii.The Committee shall pass a reasoned and speaking order, after granting an opportunity of personal hearing to the petitioners, within a period of four months from the date of receipt of a certified copy of this order, or from the date of receipt of the representation of the petitioners, as the case may be. Further, the decision taken thereof shall be conveyed to the petitioners. Needless to say, if the petitioners are found entitled to the relief sought, the same shall be granted to them forthwith.
19.Pending miscellaneous applications, if any, shall also stand disposed of.
20.Photocopy of this order be placed on the files of the connected cases.”
Accordingly, the petitioners shall be at liberty to submit a comprehensive representation setting out their claims before the Empowered Committee within a period of one month from today and the Empowered Committee shall afford an opportunity of hearing to the petitioners and shall adjudicate their claims by passing a reasoned and speaking order within a period of three months thereafter.
Disposed of in the above-said terms.
