It is clear from the rules framed under the Assam Regulation that we have no jurisdiction to deal with this matter. It appears that the petty Magistrates who are known as Laskars and who appear to be nothing but tribal Chiefs have jurisdiction to grant compensation for any kind of affront committed in connection with any petty complaint. A fortiori the Magistrate had full jurisdiction to do the same. In fact calling it fine makes no difference as the Code of Criminal Procedure is not in force in those districts.
