Pursuant to our order dated 14th March, 2024, the learned Deputy Solicitor General of India and the learned Advocate appearing on behalf of the State of West Bengal and its authorities have taken instructions from their respective clients in order to apprise this Court with regard to the progress of repairing work of NH-10, particularly between the stretch, km. 25.8 and km. 28.
In this context, it now appears that a letter dated 19th March, 2024, was written by the Ministry of Road Transport & Highways, Government of India to the Chief Engineer (NH), P.W. (Roads) Directorate, Government of West Bengal, with a request for urgent approval for the relaxation of OR-DPP Ceiling norms regarding the vulnerable stretch as stated hereinabove. This letter appears to have been replied to by the Chief Engineer, N.H. Wing, P.W. (Roads) Directorate, Government of West Bengal, on the very next date, i.e., on 20th March, 2024. By the said letter dated 20th March, 2024, the Chief Engineer, N.H. Wing, P.W. (Roads) Directorate has forwarded a proposal to the Chief Engineer, Office of the CE-RO, Kolkata, Ministry of Road Transport & Highways, Government of India, so that the minimum emergency work between 25.8 km. to 28 km. of NH-10 under existing OR-DPP Contract as per site requirement can be taken up immediately.
Let the two letters, being letters dated 19th March, 2024 and 20th March, 2024, submitted in Court today be kept on record.
In view of the recent developments as stated above, we direct the learned Amicus to follow up and report before this Court on the next date with regard to the progress being made.
Learned Amicus is further directed to ensure smooth monitoring of two-way traffic across the newly constructed Atal Setu at Rangpo and to maximize its use and also to ensure that the bridge is not used for the purpose of parking of vehicles.
