Judgment
The General Manager, Telecommunication Department has appeared in person before this Court. He submitted that whenever any complaint against P.C.O.''s connection holder would be received, the same would be investigated and action would be taken against the P.C.O.''s connection holder. Counter affidavit has also been filed which is on record wherein such instances were indicated where suitable actions have been taken, has been mentioned.
In view of the aforesaid situation, the appearance of the General Manager, Telecommunication Department, Lucknow has been dispensed with. However, we provide that in case the petitioner would submit any written complaint before the General Manager, Telecommunication Department, Lucknow that would be attended and necessary action in that regard would be taken.
We are of the view that on every P.C.O. Booth, there should be a list of approved rate charges displayed at prominent place, to enable the persons to know the charges for the local as well as the S.T.D. Calls made by them. Every P.C.O. Booth shall also contain a complaint book where any person who would make a call, would note down his grievance, if any. That complaint book shall regularly be inspected by the SubDivision Officer of the Department. If he would find any reasonable com plaint, then he would be free to refer the matter to the General Manager, Telecom, for suitable action.
General Manager, Telecom, has also assured this Court that he would get inspected the Public Call Coin boxes and the damaged boxes and that would be either replaced or repaired very soon.
In view of the assurance given by the General Manager, Telecom, and in view of the observations made in foregoing paragraph, we are of the view that the grievance of the petitioner more or less has been redressed. Writ petition is, therefore, disposed of finally with the aforesaid observations.
