Heard Mr. N. Rai, learnd Senior Counsel for the petitioner. Issue notice in both the writ petition and stay application upon the respondents subject to filing of requisites within three days. Mr. Zangpo Sherpa, learned Additional Advocate General on behalf of respondent nos. 1 and 2 accepts notice and waives formal notice therefore. Counter affidavit to be filed within a period of four weeks. Two weeks thereafter, to the petitioner, to file rejoinder, if any.
In the meanwhile the respondents, if they so desire, may also file their response to the application for stay within a period of two weeks.
