Having regard to the express language of Section 69 of the Rent Recovery Act, we cannot say that the Judge was at liberty to excuse the delay
in presenting the appeal. If he could have done so, we should have difficulty in holding that the affidavit disclosed sufficient grounds.

We dismiss this appeal with costs.
