P.C.Verma and Irshad Hussain, JJ.—Heard Sri N.S. Negi, Learned Counsel for the Petitioner and Sri Arvind Vashishith Learned Counsel for the Respondent.

This writ petition has been filed by the Petitioner seeking a writ of mandamus commanding the Respondents to declare the result of the Petitioner. The Petitioner appeared in M.A. Previous examination conducted in the year 1993-94.

Initially, the Petitioner approached the District Consumer Forum, where the application was allowed and the Respondents were directed to declare the result. Then Gurukul Kangri University approached the State Consumer Forum. The State Consumer Forum set aside the orders passed by the District Forum. Since the State Forum has rejected the application on the ground that it was not competent for District Consumer Forum to entertain such application as it was beyond the scope of the Act. After rejection by the State Forum, the Petitioner has filed this writ petition seeking direction to declare his result. Almost nine years have passed and the result of the Petitioner has not declared so far.

Considering the facts and circumstances of the case, we do not feel it proper to issue any mandamus after a lapse of nine years.

The writ petition is accordingly dismissed in limine.
