Judgment

Vide order dated 23.09.2025, this Court has sought an explanation from the office of the Principal Accountant General (A&E), Manipur as to why a letter dated 05.06.2025 has been written by the Senior Account Officer/Pension to the Deputy/Under Secretary (PC), Government of Manipur calling for the documents mentioned in the said letter when all the said documents has been furnished by the Dy/Under Secretary (PC), Government of Manipur under cover of a letter dated 12.05.2023. In the said order it has been made clear that if the office of Principal Accountant General (A&E), Government of Manipur fail to give a satisfactory explanation, appropriate order will be passed for appearance of the Principal Accountant General (A&E), Government of Manipur to explain personally about the matter.
In response thereto, M. S. Jasobanta, learned counsel appearing for the office of the Accountant General place before this court a letter dated 13.09.2025 from the Senior Account Officer/Legal and on perusal of the said letter this Court found that no explanation whatsoever has been given as sought for by this Court.
In view of the above, this Court is of considered view that personal appearance of the Principal Accountant General (A&E), Government of Manipur is required to explain personally with regard to the query made by this Court. Accordingly, the Principal Accountant General (A&E), Government of Manipur is hereby directed to appear personally before this Court at 10:30 a.m. on 29.10.2025 along with the relevant file to explain as to why the said letter dated 05.06.2025 has been written by the Senior Account Officer/Pension.
Registry is directed to furnish a copy of this order to both the counsel appearing for the parties as well as to the Principal Accountant General (A&E), Government of Manipur on or before 13.10.2025.
List these cases again on 29.10.2025.
