Judgment

Petitioner is working as an Assistant Professor in the Department of Philosophy in the 1st respondent University. He joined the service of University on 09/09/1998. With effect from 01/06/2008, he was transferred to the Regional Centre at Payyannur. He continued there till 01/04/2010. Thereafter, he was re-transferred. He was again posted in the said center at Payyannur wherein he worked from 01/05/2013 to 01/05/2015. Thereafter, he was again re-transferred. On 01/05/2020, he was again transferred to Payyannur Centre and is presently working there.
The petitioner suffered a road accident in which he sustained serious injuries. He is unable to undertake long travels. He is also doing part time research in Mahatma Gandhi University, Kottayam. He has an aged mother who needs to be taken care of. In the above circumstances, as per Ext.P1 application, he has sought for transfer to the Centre at Kalady.
Ext.P1 is the application filed by him seeking his transfer at the time of General Transfer. Ext.P3 is the reminder submitted by him in the said regard. It would be sufficient if the petitioner's request is considered, after affording him an opportunity of being heard.
Accordingly, the writ petition is disposed of directing the 2nd respondent to consider Exts.P1 and P3 applications submitted by the petitioner, after affording him an opportunity of hearing. Let appropriate orders be passed therein before general orders of transfer are issued this year.
